Addressing the Housing Need

Residential Infill Project

Smaller houses, more choices

"The rule changes would address concerns about rising housing costs and large new structures in three significant ways:

1. Requiring smaller houses that better fit existing neighborhoods.

2. Creating more housing choices for people's changing needs.

3. Establishing clear and fair rules for narrow lot development."

Infill Project Details

  • In August 2020, a final rezoning proposal was approved by City Council. The new rules allow for up to four homes on lots across most of Portland.

  • Duplexes, triplexes and fourplexes can be built in nearly all residential areas.

  • Homes with five or six units can be built on a lot if half the units are affordable to low-income.

By adopting a more lenient zoning code, advocates and city planners believe different kinds of affordable housing will emerge for middle-income earners and first-time homebuyers who would otherwise have to look elsewhere.
